Purpose: Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. Pathfinder, Inc. is committed to ensuring that no person is excluded from participation in, denied the benefits of, or otherwise subjected to discrimination under any of its programs, activities, or services.
How to File a Complaint:
Any person who believes they have been subjected to discrimination based on race, color, or national origin may file a written complaint with Pathfinder, Inc. The complaint must be filed within 180 calendar days of the date of the alleged discrimination.
The complaint should include:
- Your name, address, and phone number (or other contact information)
- A description of the alleged discriminatory act(s)
- The date(s) of the alleged discrimination
- The name(s) of the person(s) who allegedly discriminated against you
Alternative means of filing complaints, such as personal interviews or audio recordings, will be made available to individuals with disabilities upon request.

Investigation Process:
Within 15 working days of receiving the complaint, the Title VI/ADA Coordinator will contact the complainant to acknowledge receipt and begin an investigation. Within 30 working days, a written response will be provided to the complainant outlining Pathfinder’s position and any proposed resolution. If the complainant is dissatisfied with the response, they may file a complaint directly with the Arkansas Department of Transportation (ARDOT) or the Federal Transit Administration (FTA).
